The purpose of Title V Part A is to raise student achievement by funding programs that:
- Support local and statewide education reform efforts.
- Support educational reform founded on scientifically based research.
- Support library services.
- Support innovation in instructional and media materials.
- Meet the educational needs of all students, including those at-risk.
- Improve schools, student, and teacher performance (e.g., professional development activities, class size reduction).
