In January 2002, the No Child Left Behind Act of 2001 (NCLB) became law. ESEA Title II, Part B of this legislation authorizes a Mathematics and Science Partnerships (MSP) competitive grant program. The purpose of this program is to improve the academic achievement of students in the areas of mathematics and science by encouraging State education agencies, institutions of higher education, local education agencies, elementary schools, and secondary schools to participate in programs that improve instruction and upgrade the status and stature of mathematics and science teaching.

The Montana Office of Public Instruction (OPI) is responsible for the administration of this program. Funds will be awarded by the OPI to support successful proposals submitted by a Montana Institute of Higher Education (IHE), school district, Montana regionalized educational service provider (Western Montana Partnership for Educational Resources (WMPER), Southern Montana Alliance for Resources and Training (SMART), Montana North Central Educational Services Region (MNCESR)) or an applicable nonprofit organization (NPO), that has formed an eligible partnership that is focused on the improvement of mathematics and science instruction through the process of implementing high-quality professional development.
