Title VI - Small Rural Schools Achievement (SRSA) Program


The Small Rural Schools Achievement (SRSA) Program provides two forms flexibility to eligible districts. 

First, eligible districts have the authority to REAP-Flex funds among the title programs (except not out of Title IA).  Districts flexing funds must file Final Program Reports and Fiscal Closeout Reports with the OPI at the end of the program but no later than November 10 of each year.

Second, the United States Department of Education administers the SRSA grant program.  These are formula grants where the funds flow directly to the local district.  

To be eligible for either part of the SRSA Program, districts must:

  • Have an average daily attendance of fewer than 600 students (or be located in a county with a population density of fewer than 10 people per square mile)
  • Be located in an area of the state classified by the National Center for Education Statistics pdf document(NCES) as having a locale code of 7 or 8.

SRSA funds received directly from the United States Department of Education can be used for the activities authorized under these Title programs:

  • ESEA Title I, Part A
  • ESEA Title II, Part A;
  • ESEA, Title II, Part D;
  • ESEA Title III
  • ESEA Title IV, Parts A and B;
  • ESEA Title V, Part A

pdf document Final Program reports and Fiscal Closeout reports for programs run using REAP-Flex funds are due to the OPI at the end of the program or no later than November 10 of each year.  These reports should be filed in the Title under which the program was carried out.
