Title VI - Rural and Low-Income Schools (RLIS) Program


The purpose of the Rural and Low-Income Schools (RLIS) Program is to provide financial assistance to rural districts to assist them in making adequate yearly progress (AYP).

To be eligible for the RLIS program, schools must:

  • Have a child-poverty rate of 20% or higher(Census data)
  • Be located in an area of the state classified bythe National Center for Education Statistics pdf document (NCES) as having a locale code of 6, 7, or 8
  • Not be eligible for an SRSA grant

RLIS funds may be spent on the following activities (these activities must be aligned to one of these Title programs):

  • Activities authorized under ESEA, Title I, Part A;
  • Parental involvement activities that meet the requirements of ESEA Title I, Part A;
  • Teacher recruitment and retention that meet the requirements of Title II, Part A;
  • Teacher professional development that meets the requirements of Title II, Part A;
  • Educational technology that meets the requirements of ESEA, Title II, Part D;
  • Activities authorized under ESEA Title III;
  • Safe and Drug-Free Schools and Communities that meet the requirements of Title IV, Part A, Subpart 1.
