Title VI - Rural Education Initiative Program (REAP)


Purpose:
ESEA Title VI provides federal funding flexibility to help schools raise student achievement.  
 
Part A of ESEA Title VI provides General Transferability for large districts.  Districts using the General Transferability authority may transfer up to 50% of any title allocation to another title – except that no funds can be transferred from Title I, Part A.  Districts identified for improvement by Title I, Part A are limited to a transfer of 30% and districts in corrective action may not transfer funds.
 
Part B ESEA Title VI contains the Rural Education Initiative (REI), also known as the Rural Education Achievement Program (REAP).  In addition to flexibility provisions, this part of the Title provides additional grants to help districts with small allocations to meet the purposes of the law.  These additional grants flow directly to eligible districts from the United States Department of Education. Districts eligible for REAP will qualify for one of the following two programs: the Small Rural Schools Achievement (SRSA) Program or the Rural and Low-Income Schools (RLIS) Program.
