OPI Submits Budget Requests for the 2013 Biennium

The Office of Public Instruction submitted 25 budget requests through the Executive Planning Process (EPP) for the 2013 Biennium.  These requests for Distributions to Schools and State Level Activities are proposed to be funded from the state general fund, state special revenue (or earmarked) funds, and federal grants.

The OPI general fund requests total $79.5 million for Distributions to Schools and $2.75 million for State Level Activities.  The major general fund requests include:

Distributions to Schools

·         K-12 BASE Aid – Inflationary Increase           $ 62,924,200

·         Restore At-Risk Student Payment                   $ 10,000,000

·         K-12 BASE Aid – New Proposal                      $ 2,787,000

·         Special Education – Maintenance of Effort    $ 2,830,300

·         Special Education – New Proposal                 $ 2,688,700

·         School Block Grants                                        $ 1,978,800

·         Pupil Transportation                                       $ 500,000

·         State Tuition Payments                                   $ 362,514

·         School District Audit Filing Fees                     $ 28,732

·         School Lunch Program – State Match                  $ 42,937

·         Governor's 5% General Fund Reduction         ($ 4,646,844)

 

State Level Activities

·         ACT Plus Writing                                             $ 1,950,000

·         Balanced Assessment System                       $ 1,200,000

·         OPI Data Analysis Unit                                    $ 432,400

·         Audiology Services                                          $ 112,400

·         National Board Certified Teachers                 $ 36,000

·         4% Vacancy Savings                                        ($ 366,850)

·         Governor's 5% General Fund Reduction         ($ 612,784)

 

The Office of Public Instruction is requesting $260,000 from state special revenue in the 2013 biennium to support the personal services and operating budget for 1.5 FTE to oversee program implementation of and provide assistance to Montana Schools of Education at nine higher education institutions.  OPI proposes to increase the annual license fee for educators from $6 to $11 to fund these activities.  The fee increase is anticipated to generate $141,000 annually.

The OPI has requested a "placeholder" for authorization to expend any increases in federal education grants.  The amount of these increases will not be known until Congressional action is taken on the federal FY 2011 education budget.
