Graduation Matters Montana Announcements
Superintendent Denise Juneau announced the award of 25 Challenge Fund grants to Montana schools to increase the number of Montana students who graduate from high school prepared for college and careers, for a total of $165,000 to support local Graduation Matters initiatives across the state. Click here for the press release and the list of grantees. This is the second year that Graduation Matters Challenge Fund grants have been offered through the competitive grant-making process. During the first year of the Challenge Fund grants, Graduation Matters communities focused on identifying students most at risk of dropping out, developed new dropout prevention strategies and interventions, built community support, and offered students college and career exploration opportunities. Graduation Matters communities have partnered with 250 local businesses and community organizations and have reduced the credit deficiencies of more than 1,000 high school students. Below are what several school districts plan to accomplish with their Challenge Fund grants:

Miles City is continuing a peer-to-peer tutoring program.

Browning is developing a curriculum to certify all school staff, willing parents and community members as “dropout specialists” equipped to work with students to help them stay in school.

Columbia Falls is training Academic Coaches who will meet with students once a week to help establish goals, and teach proper study skills.
-
St. Ignatius runs a summer school to help students with credit recovery. Last summer they offered 29 classes.
Save the date – June 18, 2013 GMM Summit
Mark your calendar for Tuesday, June 18, 2013 for the second annual GMM Summit. The day-long gathering will feature discussions on effective practices happening right here in Montana to increase the number of students who graduate from high school ready for their next steps in life. The GMM Summit is open to school staff, students, and community and business leaders. Click here to register for the GMM Summit. The GMM Summit is mandatory for GMM Challenge Fund grantees to attend with no fewer than three team members. There is no fee for attending the Summit. Student Advisory Board 2013-2014 call for nominations
The nomination process for the 2013 – 2014 State Superintendent’s Student Advisory Board is now open. There are two steps to the nomination process. First, an adult (high school administrator, guidance counselor, teacher, or community member) must nominate a student. Nominators can nominate up to two students. Second, the nominee must fill out an application.
The nominator’s application AND the student’s application must be submitted to OPI by Friday, May 17, 2013. Click here to nominate a SAB member.

Assessment
Assessment Monthly Summary
CRT & CRT-Alternate – Spring 2013 CRT and CRT-Alternate test scores will be available to system test coordinators and administrators in early June. Please note that delays may occur in the availability of test scores as a result of materials being shipped late. More information will be in the May JUMP.

ACT – The initial statewide ACT testing for juniors enrolled in a Montana public high school occurred on April 23. Students who missed the initial test date may make up the test on Tuesday, May 7. ACT Test Supervisors need to ship make-up and accommodations materials by no later than May 10. Failure to return materials on time may result in tests not being scored. Students will receive their scores in 4-8 weeks after completing the test.
E-Grants - The GEAR UP Grant which provides the ACT Plus Writing for all public school juniors includes funds to assist with costs related to the administration of the test. Districts may begin applying for these funds through the OPI E-Grant system. ACT Test Supervisors received a memo on March 15 with instructions for application. ELP Results Reports – ACCESS for ELLs paper results reports were mailed to districts the week of April 8th. These reports include: parent/guardian reports, teacher reports, student roster reports, and district frequency reports (in Montana, district refers to a school system).
Each district’s student data file is available free via MetriTech’s secure web page. Files will be available for download in Microsoft Excel or TAB delimited format. Please contact MetriTech Customer Service at 800.747.4868 with your district information to request access to the secure web page.
It is recommended that schools keep a copy of the teacher report in the student’s cumulative folder. To determine when LEP students become proficient, systems will take into account the following:

At a minimum, a student’s results on the ACCESS English Language Proficiency Assessment indicate an overall score of 5.0 along with a rating of 4.0 in literacy (reading & writing).

Input from additional measures of reading, writing or language development available from school assessments supports the results of the ACCESS for ELLs English language proficiency assessment.
School districts must review the enclosed reports to determine if any of your students will need to be re-designated as former LEP. The deadline for re-designation in AIM is June 30, 2013.
Webinar: ACCESS for ELLs score interpretation 2013 - We recently presented a live webinar: ACCESS for ELLs Score Interpretation 2013. The Webinar was created in collaboration with WIDA. It is intended to help you to utilize and understand the data that you have received in the results reports. The webinar is now available in recorded form on the WIDA website. Accreditation
Implementation of Revised Accreditation Process
Effective July 1, 2013, the Office of Public Instruction (OPI) will use the revised Chapter 55 accreditation process. Referred to as the “blended model” the accreditation process will include “assurance standards,” those standards that have been used for accreditation in the past and are found in Chapter 55. The school’s assurance standards will be blended with the school’s “performance standards,” an average of CRT scale scores from the previous spring for grades tested.
In May 2013, the OPI will mail each school a document that shows the accreditation status of the school for 2012-13 if the revised accreditation process had been used this year. This information can be used by each school to get an understanding of how the new process will affect the school’s accreditation in the future.
The accreditation status criteria reference guide outlines the levels of assurance standards and student performance standards used to determine accreditation status for all schools.

Career Technical and Adult Education
House Bill 86 Passes
HOUSE BILL 86--Strengthening Career and Technical Student Organizations
On April 24, 2013, Governor Bullock signed House Bill 86. The only legislative step remaining is for Governor Bullock to sign House Bill 2. HB 2 contains the funding that is linked to HB 86. Signing for HB 2 has not yet been scheduled at this point. The next step for the OPI/CTE Division will be to gather a group of Montana Educators to begin the work of developing the Request for Proposal (RFP) that will guide the disbursement of funding to Montana CTSOs. Thanks to the many students, CTE teachers, Montana ACTE leadership, Business and Industry leaders, and the OPI leadership for their support and testimony that resulted in the passage of HB 86. Special thanks to Representative Jesse O'Hara for sponsoring the bill and his leadership in the House of Representatives, and to Senator Taylor Brown for his leadership in the Senate. The passage of HB 86 was a Montana team effort.

Educator Licensure
Renewal Unit Provider Database
If your school is approved to offer renewal units through our online approval and reporting system, please delete any link in “Favorites” and access the system through www.opi.mt.gov/cert “Renewal Providers”. The link can change, and can cause great frustration.
Our new online system requires the renewing educator to select from events entered on that database, making timely reporting and updating of events critical to a smooth license renewal process. We really appreciate our renewal unit providers, especially as we move to a more comprehensive licensure record for our educators.

New System Up!
On April 15, the Educator Licensure Division turned our old system off and began working in our new system, the Montana State Educator Information System (MSEIS). Bekki, Lorri and Elizabeth are working fast and furious to learn the new system and catch up from a couple of days of “down” time while the system was implemented. But we do expect to fall a little more behind than we have the past two summers.
As of this writing (April 24), the only online service available to you and the public is “Check Educator Credentials”. We are hopeful to bring the other online applications up the week of April 30. The old system allowed online application for initial Class 1, 2 or 3 (teacher and administrator) licenses and for renewals. The new system will allow an online application for every transaction related to licensure.
IF YOU HIRE SOMEONE WHO IS IN THE PROCESS OF LICENSING, please send an email to cert@mt.gov to let us know to put a rush on that application. We are blending a paper-based process with a more dynamic online system, and while our data converted very nicely, it could be difficult for us to discover pending items ready for processing. We appreciate your help and patience.

Montana schools receive national HealthierUS School Challenge Awards
Within the last month, ten Montana school districts have received prestigious awards through the United States Department of Agriculture’s (USDA) HealthierUS School Challenge (HUSSC) program. This voluntary, national award recognizes schools which create healthy school environments by improving the quality of meals and increasing physical activity and nutrition education. The HUSSC Award consists of four levels- Bronze, Silver, Gold and Gold with Distinction. Schools receive monetary incentives from $500.00 to $2000.00 per school site for earning HUSSC certification.

MT DRIVE Teen Workshops are filling up. Scholarships for all who apply.
Advanced driving workshops for teens are filling up fast. Please tell your students to apply soon. Teens who have been driving for about six months are invited to apply for a State Farm scholarship to attend one of the three teen workshops offered July 15, 16, and 17. The $200 scholarship offsets the registration fee of $275. Gaining experience behind the wheel is the best way to drive with skill and confidence on Montana's roads and highways. Spread the word at your school about this training opportunity for Montana's teen drivers.
Montana teachers are also encouraged to take the driving workshop for one college credit from MSU-Northern or renewal units from OPI. This requires an additional day participating as a student teacher, submission of a short paper, and payment to MSU-Northern for the college credit. Adult workshops cost $299.

MT Team Nutrition School Wellness Coaches - Healthy Scholl Award
If your school is interested in being recognized for your efforts in creating a healthier school nutrition environment and want to apply for one of the Healthy School Awards from the USDA (HealthierUS School Challenge) or Montana Team Nutrition Program (Healthier Montana Menu Challenge), please contact us as we have regional part-time school wellness coaches to assist you.
The MT Team Nutrition has four regional school wellness coaches that each work one day a week in Billings, Great Falls, Miles City and Missoula to assist with tasks related to meeting the award criteria or to completing the application process. These coaches are Dr. Virginia Mermel (Billings); Ms. Kori LaLiberty (Great Falls), Ms. Beth Wiome (Miles City) and Ms. Kelsey Gauthier (Missoula). With the help of these professionals, School Nutrition Programs have been able to assist over 60 schools obtain a healthy school award since 2012.

New Direct Certification Application (DCA) system coming soon!
The OPI, School Nutrition Programs will be releasing a new online computer system that will securely match SNAP (formerly known as Food Stamps) and TANF recipients to eligible students in order to directly certify for free meals. The new system will ease current manual processes by using technology to match students enrolled in the state student information system, AIM to school aged recipients in SNAP and TANF. Matches will be displayed for district users and reports may be imported into school district’s meal counting and claiming systems. The Summary of Verification may also be submitted to the OPI through the new DCA system.
The OPI will soon be requesting information from each participating district’s free and reduced-price meal application “determining official” for verification and sign-up procedures of the OPI Common Login. The system is set to go live mid-July. Trainings are scheduled for late July. Details will be announced as the time gets closer.

Summer Food Sponsors
Is your school district interested in serving meals to children this summer? The Summer Food Service Program (SFSP) was created to serve nutritious meals to children during the summer months when National School Lunch and Breakfast Program meals are not available. The SFSP reimburses schools and organizations that prepare and serve meals to eligible children during the summer.
Online application for previous sponsors will be available on April 1st and need to be completed by May 4th. New Sponsors applications are due May 20th.

Traffic Ed district applications (TE01) are due for 2013 summer programs
If you are planning to offer your first traffic education class of the current school year and have not yet submitted your TE01 District Application, please do so as soon as possible. The TE01 MUST be approved before your traffic education program begins.
If you're not sure, check the School Program Schedule on the OPI Traffic Education webpage to see if your program has been approved. On this screen, find your school in the dropdown list to review details about your traffic education program, including the instructors approved to teach the course.
If you need to submit your TE01 form, submit it via the Traffic Education Data & Reporting System (TEDRS) or print out and send in the TE01 form available on the Traffic Education Forms page. If you are not using TEDRS to submit your forms, please download the updated forms -- TE01, TE03 and TE04 (submitted together) and TE06 -- from the Traffic Education Forms web page.

Training for Reducing the Risk - June 9, 10, and 11
Training in the evidence-based curriculum, Reducing the Risk, will be offered June 9, 10 and 11 at the Helena Wingate Inn. Reducing the Risk is a high school curriculum that promotes critical thinking and decision-making skills designed to prevent pregnancy and infection from HIV/STDs. The training can be taken for 16 renewal units or one graduate course credit. The curriculum and training are provided at no cost to teachers. School-Specific Reports for 2013 Youth Risk Behavior Survey
School-specific data results from the recently completed 2013 Youth Risk Behavior Survey (YRBS) will be available in early May from the YRBS website www.opi.mt.gov/yrbs. The YRBS was voluntarily conducted by 85 percent of Montana schools with grades 7-12. The Montana YRBS (statewide) data will be the result of 100 percent of the randomly selected schools participating. The YRBS is conducted biennially by the OPI through a cooperative agreement with the Centers for Disease Control and Prevention. The YRBS measures health risk behaviors regarding unintentional injuries and violence, tobacco use, alcohol and other drug use, sexual behaviors, dietary and nutritional behaviors, and physical inactivity. School-specific results are available via the new web-based application using username/password information which was emailed to superintendents in December by Mary Graff, OPI securities administrator. Traffic Education Year-End reports (TE06) are due before July 10
Traffic Education reimbursement for 2012–2013 Traffic Education (TE) Programs will be made in August. We estimate payment will be approximately $100 per TE student.
TE06 Year-End Reports can be submitted online via the Traffic Education Data and Reporting System (TEDRS). Please check your student count in TEDRS under Reports, Traffic Education Student Count to verify that all student lists have been completed and reported to OPI for all traffic education classes completed between July 1, 2012 and June 30, 2013.
Districts submitting TE03/TE04 forms via TEDRS DO NOT need to mail a printed hardcopy of these forms to the OPI.
These required TE forms can be completed and submitted via TEDRS:

TE01 Program Application -- Due August 1 or BEFORE TE program begins

TE03/04 -- Due upon completion of each TE class or prior to July 10

TE06 Year-End Report -- Due before July 10 with program and budget information for annual August TE reimbursement.
Submit the TE06 Year-End Report via the Traffic Education Data and Reporting System (TEDRS). If you need a username to access the system, send your name, phone number, email address and school district name to Patti Borneman. A sample of the TE06 form can be downloaded on the Traffic Education Forms page. MAEFAIRS and Pupil Transportation users can use their OPI common login names, but need to request access to TEDRS.

2012 School Health Profiles
Montana school principals and the lead health educator in schools with grades 6-12 participated in the 2012 School Health Profiles during March 2012. A 13-page brochure has been developed which highlights and summarizes some of the findings of the 2012 Profiles. The Profiles web page featuring the full report and trend data is located at www.opi.mt.gov/SHP or click on the following link to go to the brochure directly: http://www.opi.mt.gov/pdf/SHP/12SHPSummaryBrochure.pdf. Since 1994, the Profiles has been conducted biennially by the OPI through a cooperative agreement with the Centers for Disease Control and Prevention (CDC). The Profiles is conducted by the CDC in all 50 states and is a status report of school health policies and health education program implementation in schools.

Measurement and Accountability
School Staffing / TEAMS
The Montana State Educator Information System (MSEIS), the new educator licensure system which will be used in conjunction with TEAMS for accreditation, began a phased roll-out to a new online system in April. While this implementation preempted three public services - the online initial licensure application, the online renewal application, and the “print your own duplicate license for free” option - licenses continue to be processed and paper applications are still being accepted. All public services will be available again by May 3; we apologize for any inconvenience this may have caused. Future phases of this project will greatly improve OPI reporting capabilities, streamline OPI business processes and provide better record access to educators and school districts.
OPI is preparing to open the first two parts of the TEAMS system by the end of May 2013: the School Employee ID (SEID) generator and the Terms of Employment (TOE) data collection. In order to access TEAMS, users must be assigned rights by the district’s Authorized Representative via the TEAMS Security Form. OPI staff are currently contacting Authorized Representatives by email if they have not yet established access rights. Pupil Transportation Information Roll Over into FY2013-14
School districts may roll over their School Bus Routes (TR-1), and Individual Contracts (TR-4) for the ensuing FY 2013-14 semesters electronically in the Pupil Transportation Program.
For calculating and estimating the transportation budget for FY2013-14, please download the Transportation Budgeting Spreadsheet, which is located in the Pupil Transportation Program under the Transportation Budgeting Spreadsheet tab. Click on "File", “Save As”, to download the spreadsheet. State-Paid Tuition
The deadline to file state-paid tuition claims with the state is June 30th. Please send forms to the OPI prior to June 15th to ensure payment in fiscal year 2013. Prior to the release of payment, the OPI will contact all districts with pending claims to request entry of days enrolled.

2nd Semester Transportation Claims for FY2012-13
FY2012-13 second semester claims for transportation reimbursement (TR-5 and TR-6) must be electronically submitted to the OPI through the Pupil Transportation Program by May 24th. A copy of the claim, signed by the board chairperson, must be sent to the county superintendent.
By June 1, the county superintendent must review each district's claim for completeness and accuracy and electronically approve claims through the Pupil Transportation Program. Payment will be generated only on those routes for which all documents are current and up-to-date in the transportation system.
The payment will be made to school districts and counties on June 21, 2013.

Important June 1 Deadlines
All public elementary, high school and K-12 districts requesting approval of additional ANB for funding purposes, must submit form PAA-3 by June 1. Refer to 20-9-313, Montana Code Annotated for a list of the conditions when a district is eligible to apply for additional ANB funding.

Reopening an Elementary or High School: The County Superintendent of Schools must provide an estimate of enrollment for the reopened school for the ensuing year, including a clear explanation or documentation showing the basis for the estimate.

Transition from Half-Time to Full-Time Kindergarten Program: School districts that intend to transition from half-time to full-time kindergarten program in FY2013-14 must indicate the anticipated percentage of kindergarten students to be offered a full-time program for FY2013-14 for each elementary budget unit.
