In addition to the participation of limited English proficient(LEP) students in the statewide assessment of reading and math, NCLB requires an annual assessment of English language proficiency for limited English proficient students. Through a grant from the Department of Education, a group of western states, including Montana, developed an assessment of English language proficiency in the areas of listening, speaking, reading, writing, and comprehension to be administered annually to all LEP students. Montana educators participated in the item writing, item review, bias review, pilot testing and field test.
The assessment was finalized and delivered by the test developer, Measured Progress, in the spring of 2005. The Office of Public Instruction is in the process of issuing a request for proposals for the administration, scoring and reporting of the assessment. Input from districts with significant populations of LEP students has resulted in the recommendation of a fall testing window, but no official dates have been established. After the first administration, proficiency levels and the required annual measurable achievement objectives will be established. Montana's performance in meeting the goals of No Child Left Behind will be based on the progress of LEP students in acquiring full proficiency in English. |
