"Building and Using State Education Data Systems "Consistent with Federal Student Privacy Laws"  presented by Steve Winnick 

Description:  States across the country are working to establish state longitudinal data systems that make better use of student data for purposes of accountability, evaluation, policy development, and individual student tracking and interventions.  Many states have raised concerns that the federal Family Educational Rights and Privacy Act (FERPA), administered by the U.S. Department of Education, may prevent them from implementing core functions of a longitudinal data system. Uncertainty about the application of FERPA has led to organizations and individuals being denied appropriate access to educational data under the sometimes mistaken assertion that such access would violate FERPA.  This presentation addresses how to reconcile FERPA with state student data needs in a manner that respects both the educational needs for data and student privacy concerns.
